(Mind you, the CHARACTER's name is "STATIC", the CARTOON was, for some heretofore unexplained reason, was called "Static Shock. I dunno about you, but I HATE when people call him "Static Shock". Anyway, enough of my insane nitpicking...)
I couldn't get that noise out of the outline, so, I just left it there.
It is "Static", after all, so, it goes with the picture in a cute way... because I SAID SO!
